This year the report pays particular attention to issues of effective upstream assistance (or policy and institutional support to developing country governments) and national ownership — two of the most critical dimensions by which to measure our own strengths and weaknesses.

It is intended to support country offices in aligning their monitoring and evaluation systems with RBM methodology—specifically in tracking and measuring the performance of UNDP interventions and strategies and their contributions to outcomes.2 It aims to provide simple, flexible and forward-looking tools.
