1.4 SURVEY & SAMPLING METHODS The first priority when entering a disaster area for the first time is to undertake a needs assessment so as to ensure an effective use of limited resources. Inadequate or incomplete assessments can lead to inappropriate responses and waste of scarce resources, and personnel may be needlessly endangered.
